Have you inspected the flue gas pathway through the convection section? if it is dirty with too much soot it can be cleaned mechanically. have you had the boiler acidized on schedule? if not the convection section feed water tubes may be fouled with mineral scale. these may be chemically cleaned. once any deposits are removed from inside and outside the water tubes, convection heat transfer should imporve markedly. All this assumes that your Idea of "optimum heat output" refers to fuel usage vs steam flow. Convection heating of boilerfeed water simply recovers heat from flue gas in the water going into the boiler. The heat recovered, reduces the amount of fuel needed to rais teh water temperature to boiling. If you are trying to increase steam temperature, then the convection section fouling is not the problem. The super heater may be fouled with scale. If you are using your boiler for heating something, you need to check to see if the steam temperature is too high! In other words too superheated. if so it won't condense redily and heat output suffers.
