After WWI, a more unified Europe was seen as a way to avoid the type of nationalism that had spawned the two devastating world wars.

The European Coal and Steel Community was called the 'first step in the federation of Europe.' Its members were Belgium, France, Italy, Luxembourg, the Netherlands and West Germany.
