Hello: Tobic Thomas Levingston, Esq. KC ( 17th century)

I am writing a manuscript about the evolution in the title/office of king/queen’s counsel (KC/QC..
I have seen the letters patent appointing Thomas Levingston, Esq. a King’s Counsel, 31 July, 1641, almost half-a-year before Charles I left London for Windsor and then established his administration in Oxford.
I know that he was admitted to the Inner Temple 1 June 1626, and was called to the Utter Bar 28 Nov 1630.
Now, how could I see the Register on line, and do you know more details about this person?
Why did Charles chose him to become KC, was it because of his Scottish origin? Was it because he wanted to appease the Convenanters?
