Has anyone considered giving Osama Bin Laden an opportunity to return to private life in some productive work that interests him, without consequence. (construction and architecture for example)

I would like to create some venue in which men currently involved with Jihad can pursue some other activity without offering themselves up to be arrested.

I'm not sure it sets a good precedent if we adopt the "forgive and forget" approach in dealing with a man responsible for thousands of deaths.

Certainly making a mass-murderer pay for his crimes is just. But what if you had an opportunity to get him to stop the violence just by letting him stop the violence and instead pursuing some other activity. It might prevent the future loss of life and make someone who is a present-day threat to society into a productive citizen.
