The completion of Rock Island Dam did not protect Wenatchee from flooding. It is downstream from Wenatchee and is a "run of the river" project. A severe flood occurred in 1948 that was arguably worse at Wenatchee because of the presence of Rock Island Dam. The completion of Grand Coulee Dam provided tremendous flood protection for the entire length of the Columbia River in the United States.
