When should kids in novice house leagues start using face-offs follow off-sides, icings, and the freezing of the puck?

Our organization is debating this topic. One faction states that at age 7 & 8 the kids will loose to much icetime if they stop to faceoff each time their is a whistle. They have stated that this is a development stage and the flow of hockey is compromised to much by the stoppages. They think they should wait until the next level to incorporate these rules or be taught them if they make the select team.

The other group thinks that the basic fundamental rules should be learned during this level and the kids should not be let playing scramble hockey until age 9. The other concern is that these kids are playing in tournaments in the local area and must play by the rules as they are mandated by the OMHA. Thus the kids must learn two different systems which is just to confusing for kids of this age.

We would like to here the opinions from the hockey people everywhere, what does your orginizations do and please give us some feedback thanks.
