Nuclear proliferation

Does anyone or agency have any idea on the number of suitcase n-weapons on the way or here (US).
Nuclear proliferation is everyone's unthinkable. I believe it is on our shores.(Gut feeling)
What will our response be? We kept the USSR at bay with the M.A.D. fact. Have we told Countries that support Radical Islam they will suffer 10 fold. That just might get some cooperation in ending this insanity of wanting the mass killing of innocent US citizens. What is our policy? I suggest we let the world know the gloves will come off, if such an unthinkable incident ever occurs.

I guess my questions is, what is our policy?

Are policy is we can use them only as a response to an attack ( dosent have to be nucler) or as a fist strike to thous who also has nukes
