No, alcohols do not react with potassium phthalimide, because we need good leaving group.
But we can do NH2 -> OH change, in a two step reaction.
First we transform the OH functionality to an another functional group, which is a good leaving group for example mesylate, tosylate or triflate. In the second step this compound will react the potassium phthalimide.
