You have rightly asked that whether he is authorised or not to solve the problems.
In this world no one can solve problems of any other human being. It is the desire of GOD only that he can do good or bad for you as per his desire.
Like we rely on Baba g that he can do good for us is because of trust and faith we have in him. We do not ask him whether you have permission for solving problems from GOD.
So the simple and easiest way for living on this earht is to do simran and remember him in all the circumstances he has created for us. We should be happy with his desire and intention and should fight with every pain we have.
We can just expect that one day or pain will end, other is his intention, how he want to keep us.
We all accept that every thing is because of our karam, because we do not have any other basis for differentiation between each human being growth and well being and this statement also compel us to do good aways to avoid recurrence of same pain later.
For this no one has proved evidence.
So just remember him always who has given human birth to us with the clear message in mind and heart that we are his children and he knows better than us, in which position we should live in this world.
