I thinks we should know the definitin of contract than we will know the answer.

contract:
this is an agreement between two or more entites which is enforceable by law.

therefore yes all contract are agreement between two pople only if it is enforceable by the court of law with ligal documents.

whlies no not all agreement are contract .this is went there is no ligal document between two poeple.in this case orally with no enforcement is not contract.
eg. balfour v balfour, a husband refusing to pay the 30 pounds which was made orally by was not enforceable by law.
