Involuntary commitment

A family member was recently detained and taken to the hospital based on a "wellness call" which was made by a former, bitter girlfriend with a drug problem. The family member does have an alcohol problem, however, he is definitely not and has never been a threat to self or others. When the police entered the home (the door was unlocked), they found the family member in a drunken state and gun(which he ALWAYS keeps nearby for protection), on a table nearby. The police took him to hospital against his will and the hospital provided an assessment. We were extremely upset and he was released to us immediately. He recently received a hospital bill for $3,000 for this involuntary escort by police and time spent in the hospital emergency room. State of Virginia. What is the financial obligation of our family member.
